Potential issue with shared tag permissions ("Can use" vs "Can update")

Hi there,

I'm experiencing what seems to be unexpected behavior with shared tag permissions in YouTrack. Let me explain:

When I share a tag with a user and assign the "Can use" permission, I expect that the user will be able to:

• Add the tag to an issue
• Remove the tag from an issue

But not be able to modify the tag itself — such as renaming or deleting the tag.

However, it appears that a user with only "Can use" access is still able to edit the tag, which in my understanding should only be possible with the "Can update" permission.

Is this the intended behavior in YouTrack, or could this be a bug?

My goal is to allow certain users to apply tags to issues, without granting them the ability to change or delete the tag definition itself.
